On 31 January of that year Bruce Millan, the Secretary of State for Scotland, spoke in the House of Commons about the extreme weather that had affected large areas of the Highlands resulting in widespread power failures, four deaths and the rescue to date of over 200 people. The response included action by the emergency services, the armed forces, motoring organisations and local authorities, including the deployment of 16 helicopters and a snow blowing machine brought over from Switzerland.
